Solution:

• Make a full reset (with full memory cleaning) of your HPC as described in Uninstallation section.
• Retry the Restore operation but do not reset your HPC even the Windows CE ask you.
• Delete the wince.nls file from "Windows" directory (having zero length) right after end of the Restore operation but before resetting your HPC. After deletion you can reset your HPC using a reset button.
